Leather Industry: A Key Driver of Growth and Employment

The leather industry is one of India's top ten foreign exchange earners, playing a vital role in the country's economy. Backed by a strong base of skilled manpower and cutting-edge technology, India is known for its eco-sustainable tanning processes and modern manufacturing infrastructure. Employing around 4.42 million people, the industry is a major source of livelihood, especially in rural areas. Women make up about 30% of the workforce

India's leather sector is broadly divided into four major segments: Tanning, Footwear, Leather Garments, and Leather Accessories. The country contributes approximately 13% of global leather production and ranks as the second-largest producer and consumer of leather footwear in the world.

Key leather and footwear-producing states include Tamil Nadu, West Bengal, Uttar Pradesh, Maharashtra, Punjab, Karnataka, Madhya Pradesh, Haryana, Kerala, Rajasthan, and Jammu & Kashmir.

With an aim to reach a turnover of $47 Bn by 2030, the government of India has launched the Indian Footwear and Leather Development Programme (IFLDP) with an allocation of INR 1,700 Cr to boost the current infrastructure .

The Indian leather and footwear sector stands at the threshold of a transformative era. With rising global demand, a shift toward sustainable practices, and rapid technological advancements, our industry is poised for remarkable growth. However, to fully realise this potential, we must address one of our most pressing challenges — the skill gap.

A “Skill-First” approach is no longer optional, it is imperative. As automation, digitisation, and sustainability reshape manufacturing processes, we must align our people with the evolving demands of the industry — from advanced machinery handling to digital quality control and sustainable product development.

I urge the industry to wholeheartedly embrace skill development as a core business strategy. The Government of India has introduced several forward-looking schemes and initiatives focused on skilling, upskilling, and reskilling the workforce. These programs are not just opportunities — they are enablers of long-term competitiveness and growth.  There is no better time for entrants and experienced professionals to take charge of their own learning journeys. Whether it’s a first-time skilling program or cross-functional re-skilling, this is the time to enhance your capabilities and future-proof your careers.

Dear Members,

I am pleased to share recent developments that promise to accelerate the growth of India’s leather industry. I extend my sincere thanks to the Government of India for the strong support in Union Budget 2025, including the removal of export duties on crust leather, import duties on wet blue leather, and the launch of a targeted production-linked incentive scheme. These are vital steps to enhance manufacturing, boost exports, and create employment.

LSSC remains focused on upskilling the workforce with futuristic competencies—smart manufacturing, sustainable processing, digital design, and Industry 4.0 practices—to keep the sector globally competitive. We are aligned with major skilling initiatives like PMKVY, which empowers youth through demand-driven training, and the PM Vishwakarma Scheme, which supports traditional artisans with formal recognition, digital tools, and upskilling. We also highlight the National Apprenticeship Promotion Scheme (NAPS), which blends classroom training with on-the-job learning to create a future-ready workforce.
